On March 2, agents from the Commerce Department's Office of Export Enforcement, the IRS's criminal division and the Federal Deposit Insurance Corp.'s inspector general's office raided Caterpillar's headquarters in Peoria, Ill., its parts warehouse in nearby Morton and a data center.
